Fed: Ruddock defends crackdown on illegal workers

CANBERRA, Aug 21 AAP - Immigration Minister Philip Ruddock today defended the government's
planned crackdown on illegal workers, saying the government aimed to cause as little inconvenience
as possible to employers.

Mr Ruddock said those employers who made reasonable inquiries about eligibility of
their workers could escape prosecution, although others could face fines of up to $66,000
or two years' jail.

He said some 50,000 tourists were overstaying their visas with half taking jobs from
Australian citizens.

"What we are seeking to do is to give those people who make reasonable inquiries as
to people's entitlements to work a defence against any prosecution for engaging people
who are unlawfully in Australia," he said on ABC radio.

"The new regime would enable an employer to effectively avoid any prosecution simply
by obtaining certain basic information about people's entitlements when they put them
on. That system should work.

"What we are seeking to do is to make sure it can work with the least inconvenience
as possible to growers and other employers."

The government's proposed legislation cracking down on employers who hire tourists
without work visas, has prompted wide-ranging concern from industry sectors which rely
on itinerant workers to meet peak demand.

Although fruit picking is the most visible industry sector relying on casual labour,
the problem apparently also applies to the hospitality and sex industries.

Stephen Scott, executive officer of the Northern Victorian Fruit Growers' Association
said producers in one major fruit producing area needed some 10,000 workers a season with
almost half being tourists.

He said some of the bigger growers would need to employ extra staff.

"Some of the growers have upwards of 200-300 people presenting for work on a daily
basis and to have to check the bona fides of every single one ... it just becomes a bureaucratic
nightmare," Mr Scott said on ABC radio.

South Australian Liberal MP Chris Gallus said the proposed changes were causing concern
among farmers.

She said Mr Ruddock had stated he did not intend that growers who hired an ineligible
person on a one-off basis should be penalised.

"But that is not the way the legislation reads," she said. "I would prefer to see
stiffer legislation and stiffer penalties for those who knowingly or recklessly hire someone
who doesn't have a right to work in Australia."

SA: Jobless rate has big fall in SA

The South Australian government has cautiously welcomed a huge drop in the state's
unemployment rate.

March figures released today show a seasonal unemployment rate of 7.9 per cent, down
0.8 percentage points on the previous month.

Employment Minister MARK BRINDAL says South Australia is the only state to experience
a fall in unemployment, while total employment at the moment is the highest in the state's
history.

However, though the improved figures appear to be built on good economic growth, he
says they need to be treated with caution.

The state's youth unemployment fell from 32.5 per cent to 30 per cent, but it is still
a major concern.

Mr BRINDAL is worried about the ageing population and says not enough is being done
for young people to fill the gap in the workforce.

FED: Govt wont budge on health rebate: PM

CANBERRA, Dec 8 AAP - Federal cabinet today remained determined to push through the
governments private health insurance rebate legislation despite the likelihood of defeat in
the Senate.

Prime Minister John Howard told the joint coalition parties meeting that cabinet had
recommended no changes to the legislation.

A coalition spokesman said the party room endorsed this decision.

The 30 per cent rebate is almost certain to fail to pass the Senate unless amended because
of opposition from Labor, the Australian Democrats and the Greens to the governments $1.5
billion a year plan.

Democrats leader Meg Lees will outline a compromise proposal this afternoon.

Opposition Leader Kim Beazley said today the private health legislation was unsaleable and
unuseable.

"Its one and a half billion dollars worth of commonwealth money to march up and down in
the same spot," Mr Beazley told reporters.

WA:Policeman investigated for Facebook photos

WA:Policeman investigated for Facebook photos

The West Australian opposition says it's extremely disturbing that a policeman's under
investigation for allegedly putting photographs on Facebook of drunk Aboriginal men in
custody.

A Fairfax website reports the photographs show the men intoxicated and barely conscious
inside a police cell in the remote Goldfields town of Wiluna.

They were allegedly posted on Senior Constable JOHN TRENOUTH's "profile pictures" folder
on his Facebook page last year.

Police internal affairs officers are investigating the allegations and have taken copies
of the photographs.

Opposition spokeswoman MARGARET QUIRK says it's hard to contemplate any mitigating
circumstances for the conduct.

Senior Constable TRENOUTH has been stood down from duty pending the outcome of the investigation.
